manual outlines a comprehensive process in which to effectively
plan for local community mental health services development. It
is targeted to service agencies, civic planners, and community organizations
that are interested in using a research-based model that may be
especially appropriate for rural or underserved areas. Three research
methods are highlighted: use of social indicator data, key informant

Changing The Culture Of Care

The Robert Lee Sutherland Seminar XIII focused on ways in
which Texas agencies could encourage safe and appropriate alternatives
to the use of seclusion and restraint. This publication grew out
of the Seminar and features eight scenarios with accompanying teaching
questions. A companion
CD contains a PDF version of the publication and video clips
of seven scenarios as well as an introduction by the Foundation's
executive director.

can be more confusing, troubling, or complex, than being concerned
that you or someone close to you may have a mental illness. What
is Mental Illness? is a simple and concise brochure to answering
a number of questions surrounding potential mental illnesses, where
to find help, the keys to quality care, what to expect in treatment
settings, or how to help a troubled loved one. The brochure also
contains a contact information for a number of mental health resources
and sources for further information.

Appleseed Handbook Series: Mental Illness and Criminal Justice System

Appleseed and Hogg Foundation for Mental Health
This series of four handbooks help mentally ill defendants navigate
the intricacies of the Texas criminal justice system. The books
are designed to inform both attorneys and individuals about a mentally
ill defendants rights, options, and resources should they
be arrested for a criminal offense within the state of Texas.
The publications arose from Texas Appleseed's Fair Defense Report:
Analysis of Indigent Defense Practices in Texas, which detailed
the frustratingly inadequate representation of mentally ill defendants.
Two of the handbooks address the needs of attorneys. Both Mental
Illness, Your Client, and the Criminal Law (PDF) and Juvenile
Practice Is Not Childs Play (PDF) provide detailed
descriptions of the best ways to prepare their clients through the
steps of incarceration, assessment, and trial. For individuals and
families, the other two handbooksFinding
Help When You're in Trouble With the Law (PDF) and Navigating
the Juvenile Justice System in Texas (PDF), are easy-to-understand
guides explaining the rules, rights, and expectations people should
have when a mentally ill defendant is in incarcerated.

of the 78th Texas Legislature
describes the changes of how the state provides mental health servicesand
who is eligible for themas a result of the restructuring of
the states health and human service agencies.
Legislative
Update seeks to help laypersons navigate the complexities of
the legislative process by drawing upon the expertise of the states
leading mental health agencies and service organizations to contextualize
and understand the scope of the changes. Participating in this edition
of the Legislative Update were the Mental Health Association in
Texas, Advocacy, Inc., the Texas Federation of Families, the Texas
Mental Health Consumers, Capacity for Justice, and the Texas Department
of Mental Health and Mental Retardation.

publication grew out of the Robert Lee Sutherland Seminar XII which
focused on promoting coordination and collaboration of juvenile
justice agencies, local and state law enforcement, mental health
officials, and community members in effectively identifying, treating,
and supervising juvenile offenders with emotional disturbances in
a manner that promotes public safety, public health, and institutional
order while maximizing available resources.

challenge with an intervention that was used in the early days of
