Seclusion & Restraint Reduction

2006 Training Institute

The Hogg Foundation hosted a free two and-a-half day training institute in San Antonio on September 20–22, 2006 for Texas organizations committed to preventing, reducing, and eliminating their use of seclusion and restraint. Materials from the conference, including the agenda, presentations, and tools are available below.

Three-hundred and thirty participants attended representing 29 private agencies, state agencies, and advocacy groups (PDF) from all across Texas. Participating organizations sent leadership teams of up to 14 staff members to the training institute. The teams include such staff as the Chief Executive Officer, Chief Operating Officer, Director of Nursing, Quality Improvement Director, Director of Consumer Affairs, staff development trainers, Human Resources Director, and external advocates, among others.

Ms. Kevin Ann Huckshorn, RN, MSW, of the National Association of State Mental Health Program Directors' National Coordinating Center to Reduce and Eliminate the Use of Seclusion and Restraint led the training institute. With support from the Substance Abuse and Mental Health Services Administration, Ms. Huckshorn and her team developed a curriculum entitled "Creating Violence Free and Coercion Free Mental Health Treatment Environments for the Reduction of Seclusion and Restraint." Her training team leads workshops around the country to help organizations reduce their use of seclusion and restraint.

Using a train-the-trainer model, the training institute provided detailed information on core strategies for reducing seclusion and restraint use. Attendees were given clinical and training materials to take back to their organization and share with other staff. They also drafted a facility seclusion and restraint reduction plan to finalize upon returning to their organization.
