Culturally Competent Care

The survivors of Hurricanes Katrina and Rita are an ethnically and culturally diverse group. To ensure the provision of effective care, mental health treatment must be formulated and conducted with an understanding of people's ethnic and cultural backgrounds. This section provides resources for assessing one's level of linguistic and cultural competence and for developing skills in this critical area. Overviews of cultural competence, research articles, toolkits, and guidelines are included.

American Psychological Association (PDF)
In 2002, the American Psychological Association published six guidelines on multiculturalism to inform psychologists' education, training, research, and practice. The report includes the rationale for addressing diversity in education, training, research, practice, and organizational change, as well as an overview of the terminology and current empirical research that support the proposed guidelines. An extensive research bibliography is also provided.

Annie E. Casey (PDF)
The Annie E. Casey sponsored "Building Culturally and Linguistically Competent Services to Support Young Children, Their Families, and School Readiness," a report on the concrete steps organizations should take in developing linguistically and culturally competent services, supports, and programs for children and their families.

DiversityRX
DiversityRx promotes linguistic and cultural competence to improve the quality of health care for minority, immigrant, and ethnically diverse communities. The site contains a report entitled "Multicultural Health Best Practices," which provides an overview of critical elements of cultural and linguistic competence. The organization also hosts a cultural competence listserv.

Hogg Foundation for Mental Health
For its Cultural Adaptation Initiative, the Hogg Foundation compiled this annotated bibliography, which covers key citations on cultural competence as well as the use of evidence-based mental health practices with people of color. Research articles, reports, and guidelines are included.

National Resource Center on Homelessness and Mental Illness (PDF)
The National Resource Center on Homelessness and Mental Illness provides an extensive annotated bibliography on cultural competence in treatment and services. Published in 2004, the bibliography includes research articles and reports on specific populations, as well as resources covering cultural competence theories.
