Texas Mental Health Policy Projects:
Request for Letters of Interest
Since its founding in 1940, the Hogg Foundation for Mental Health has worked to improve the mental health of all Texans through the support of effective mental health services, research, policy and public education. The foundation is part of the Division of Diversity and Community Engagement at The University of Texas at Austin.
Project Overview
Effective public policy is essential to realizing meaningful, systemic change in mental health services and improvement in the lives of Texans with mental health conditions. The primary goal of this initiative is to raise the bar on mental health policy in Texas by supporting important state and local policy projects that will lead to positive change.
Public policy directly impacts public access to mental health services and supports, quality of care, and legal rights and protections. It can promote or hinder best practices such as consumer- and family-driven care and bring attention to health disparities experienced by the diverse populations of Texas.
Policy can be enacted in many ways, including statutory, regulatory or judicial actions and by organizational practice. It is shaped by economic factors and political influence but also is impacted by informed advocacy, effective leadership, public interest and good data.
Nonprofits can greatly affect public policy. However, in a recent survey of nonprofits, 75 percent of respondents reported that their ability to engage in policy-related activities is constrained by budgetary limitations. The foundation seeks to reduce this barrier to nonprofit participation in policy by awarding up to $450,000 this year for multiple projects. The number and size of awards will be based on the quality of proposals.

Eligibility
Texas-based nonprofit 501 (c)(3) organizations, academic institutions and governmental entities were eligible to apply. Examples of eligible organizations include mental health, health and social service consumer advocacy organizations and service providers; colleges and universities; and state, regional and local governmental agencies.
| Two-Step Process and Deadlines |

Letters of interest were due by 1:00 p.m. Central Daylight Time (CDT) on Tuesday, August 25, 2009. A committee will review the letters of interest and select a subset to submit full proposals. Selection will be based on the quality of the proposed project and the respondent’s ability to implement it.

| Step 2: |
The foundation will notify respondents of their status in early September 2009, and full proposals will be due approximately three weeks after notification. The foundation will inform respondents of its funding decisions in November 2009. Funding generally is released within three weeks of notification. |

The foundation hosted an informational teleconference for potential respondents on Friday, August 14, 2009. View questions and answers submitted prior to and after the teleconference.
Inquiries
The foundation’s communications with potential respondents is limited to the informational teleconference, email correspondence and the Web site. The foundation will not accept phone calls regarding the request for letters of interest.
