Request for Applications to Participate in a
New Texas Learning Community on Integrated Health Care
Since 1940, the Hogg Foundation for Mental Health has worked to improve the mental health of all Texans through the support of effective mental health services, research, policy and public education. The foundation is part of the Division of Diversity and Community Engagement at The University of Texas at Austin.
Project Overview
Integrated health care is an emerging national movement to improve people’s health by treating physical and behavioral illnesses together. A strong body of evidence demonstrates that integrating, or systematically coordinating, physical and behavioral health care to treat the whole person has important benefits, especially to consumers of physical and mental health services.
There is significant interest and growing experience in integrated health care in Texas and around the country. In 2006 the foundation funded a three-year, $2.6 million grant initiative to promote the practice of integrated health care in Texas. The foundation also held a statewide conference on integrated health care in September 2008 and recently published a comprehensive overview (PDF file) of integrated health care services and research in Texas and the U.S.
Most organizations working on this critical issue are doing so in silos, with little sharing of knowledge and experiences. A learning community can be an efficient and timely way to share information and lessons learned about a topic of common interest.
Learning community participants have a shared goal – in this case, integrating physical and behavioral health care. Although they may seek different outcomes or use different approaches, learning community participants come together through the internet or in person to share tools and resources they have found useful. By working together, all participants’ progress is accelerated.
The purpose of this request for applications (RFA) was to select up to 20 Texas-based organizations to participate in a new Texas Learning Community on Integrated Health Care. The foundation sought applications from Texas-based primary care and mental health service provider organizations committed to moving towards an integrated system of health care. Participants could be private or public, nonprofit or for-profit service provider organizations.
Texas-based nonprofit 501(c)(3) organizations and governmental entities also could request grant funding for travel costs associated with participating in the learning community. Organizations that do not have 501(c)(3) status or are non-governmental, such as for-profit organizations, were encouraged to apply to participate in the learning community but were not eligible to receive travel grants.

Eligibility
Texas-based service provider organizations could apply to participate in the first year of the Texas Learning Community on Integrated Health Care.
Eligible organizations include both nonprofit and for-profit physical or mental health provider entities, such as primary care provider organizations, mental health centers, federally qualified health centers, county health or mental health providers, and hospitals.
Application Deadline
Applications were due by 1:00 p.m. Central Daylight Time (CDT) on Monday, August 24, 2009.

Notice of Selection
Organizations selected to participate in the learning community will be announced by late September 2009.
