Texas Mental Health Policy Projects
Project Description
Since 1940, the Hogg Foundation for Mental Health has worked to improve the mental health of all Texans by supporting mental health services, research, policy and public education in the state. Through this RFP the foundation will award grants to promote and support effective mental health policy development in Texas.
Effective public policy is essential to realizing meaningful, systemic change in mental health services and improving the lives of Texans with mental illnesses. Public policy directly impacts the public’s access to mental health services, quality of care and legal rights and protections. Good public policy can promote best practices such as consumer and family-driven care and address health disparities experienced by the state’s diverse populations.
The goal of this initiative is to raise the bar on mental health policy development in Texas by promoting and underwriting state and local policy projects that will produce momentum for change. It is hoped that over time the availability of foundation resources for this purpose also will build interest and capacity in mental health policy development among state and local nonprofits, academic institutions and governmental entities.
The foundation plans to invest up to $450,000 in policy projects over the next year. The number and size of awards will be based on the quality of proposals.

Eligibility
Texas-based nonprofit 501(c)(3) organizations and governmental entities are eligible to apply.
Examples of eligible organizations include mental health, health and social service consumer advocacy organizations and service providers; colleges and universities; and relevant departments of state, regional and local governmental agencies.
Application Deadline
All proposals must be submitted online by 1:00 p.m. central daylight time (CDT) on Friday, October 10, 2008. See Online Application Process below for details and a link to the online application form.
Teleconference for Potential Applicants
An informational teleconference for potential applicants will take place from 9 a.m. to 11 a.m. CDT on Friday, September 12, 2008. Prior registration for each phone line to be used during the teleconference is required. Dial-in instructions for the teleconference will be provided upon registration.
IMPORTANT NOTE: Due to the anticipated high number of callers, we encourage each organization to call in using one phone line. Only one registration per phone line is required.
Questions
The foundation will not accept phone calls regarding the RFP. The foundation’s communications with potential applicants will be limited to the informational teleconference, email correspondence and the Web site.
Questions for the teleconference may be emailed in advance to Hogg-Grants@austin.utexas.edu by September 5, 2008. Questions and answers discussed during the teleconference will be posted on the foundation’s Web site by Wednesday, September 17, 2008.
After the teleconference, questions may be emailed to Hogg-Grants@austin.utexas.edu. Responses that may be relevant to other applicants will be posted on the foundation’s Web site, so potential applicants are encouraged to check the Web site often for updates.
